With regards to the driver licence in Chile, every citizen of a foreign country, carrying their home country license is allowed to drive. But just to be sure you should confirm this with the Police in Chile.
Some car rental companies are directly located at the airport and include such as Alamo, Avis, Budget, Econorent and other.
